Third Day of the First Calendar Month


It was the new year, and the date for the Garland Dominion’s state address. This year it was not being broadcasted to just the Dominion, but the entirety of the Jovian Alliance. Whatever today’s news was, it was certainly big.

“Citizens of the Jovian Alliance, I hope you all are doing well and I wish you all many blessings with the new year.”

A woman appeared on the screen, behind a brown podium. She had long blonde hair that flowed down to her waist, and an eyepatch covering her right eye. She was dressed in a formal suit attire, greeting the masses with a kind smile on her face. The sixth ruler of the Dominion, Xia Rosenthal was before aide to the previous ruler, Tsar Sanva Regius. Arguably the one closest to him, it became almost a certain thing that she became the next ruler.

“For the past twenty-five years, humanity has gone through great efforts to rebuild and recover from the aftermath of the Insurrection War. And what success we have had! Through everyone’s efforts, things are finally beginning to return to normal. There is, however, one problem that has been lying in the shadows since the very beginning.”

She made a pained expression on her face.

“Since the end of the Insurrection War, we have offered and requested countless times to bring the Free Cities of Io into the Jovian Alliance, but time and time again they have refused our requests and have insisted on remaining independent.”

Her voice then shifted to a stern one.

“This cannot be acceptable. It was only because mankind united together as one that we were able to defeat the Praetorian menace twenty-five years ago. Io’s refusal to cooperate does little more than put the entirety of the Jovian Sphere in danger, and should another insurrection occur, or worse, an invasion from an outside force, our best chance of survival is but to band together and defeat any that threatens our peace.”

She paused and looked down briefly before returning her gaze to the camera.

“It burdens me heavily to do this, but if they won’t accept the alliance through peaceful means, there’s little more that we can do but take more severe actions. As such, I have come today to append the Vulture Charter of AIE 0002. The Free Cities of Io, and its people are henceforth classified as ‘Vultures’. In addition, The Jovian Alliance and the Garland Dominion are offering generous bounties to MS Hunter Organizations on the capture or destruction of vulture assets.”

After a momentary pause, she continued.

“And lastly, as a message to the Free Cities of Io, should at any time you wish to negotiate entering the alliance, our door will be open for discussion. I do not wish for a war, especially considering we have since recovered from one, however you have left me little other choice in the matter. We will welcome you as an equal member of the Alliance.”

Her expression was kind and warm, though her tone was serious and commanding.
